First floating LNG facility in Nigeria debuts, as DPR, firms sign pre-FEED contract

Nigeria will soon be floating its first Floating Liquefied Natural Gas (FLNG), as the Department of Petroleum Resources (DPR), signed the Pre-Front-End Engineering Design, (FEED).
UTM Offshore Limited, a wholly indigenous firm is pioneering the building and operation of the FLNG facility in Nigeria in collaboration with LNG Investment Management Services (LIMS), a subsidiary of the Nigeria National Petroleum Corporation (NNPC).
Speaking at the signing ceremony in Abuja, the Director, DPR, Sarki Auwalu, said, the signing of the Pre-FEED followed the issuance of the License to Establish the FLNG project issued in February this year.
The prompt transition of project implementation to the commencement of initial basic engineering works according to him was a testament to the doggedness, resilience, and business-mindedness of UTM Offshore, which is blazing the trail in major capital midstream gas development by an independent, indigenous companies.
He said: ““We, at the Department of Petroleum Resources (DPR), heartily felicitate with you, and indeed, all well-meaning Nigerians on the attainment of this important milestone. You will recall that President Muhammadu Buhari at the onset of the his administration given an important boost to investment in the Nigeran oil and gas sector when he declared both in words and actions, that: Nigeria is Open for Business. Hence, the DPR, under the leadership of the Honorable Minister of Petroleum resources, have continued to implement policy and regulatory reforms driven by commitment to attract investments, create value and improve the contributions of the Oil and Gas sector to Nigeria’s GDP”, he said.
The Managing Director and Chief Executive Officer, UTM Offshore Limited, Julius Rone, the facility, when fully completed, would receive feed gas from an existing offshore platform, treat it to LNG standard, liquefy the gas, store the LNG and offload to LNG carriers.
“The Facility shall have the following features: LNG Production Capacity of 1.2 mmtpa, Turret and Mooring System, Gas pre-treatment modules, LNG production modules, Living Quarters, Self-contained power generation and utilities, LNG storage and offloading,” he stated.
Rone said the resolve of UTM Offshore to embark on the huge project was steeped in the National Gas Policy of the Federal Government, tagged “The Decade of Gas in Nigeria,”
“We at UTM Offshore and our worthy partners completely agree with Mr. President that given Nigeria’s potential of about 600 trillion cubic feet of gas, the commodity has the enormous potential to diversify our country’s economy,” he stated.
